In current fast varying civilization,
Technical/ vocational education & training (TEVTA) is vital to fortify its
connection with the working environment for relevance and to meet varying
demands of SME sectors.
TEVTA should be related to other sectors of society
and economy in order to educated/ train the technical/ vocational workforce,
which is necessary for socio-economic growth. According to Kroner (1996), “Technical
and Vocational Education TVETA principal refers to overall forms & levels
of the education and training process involving in addition general knowledge,
the study of technologies and related sciences, attainment of practical skills,
know how, attitudes, occupational understanding and hands-on training in
different sectors of social & economic life. It can be offered in
educational/ vocational institutions/ colleges or through co-operative programs
prepared jointly by educational/Vocational institutionsor organizations. These
may be from agricultural, industrial, commercial or any other organization
related to working environment”.

Structure
of Technical Education & Vocational Training (TEVTA)
Structure of, TEVTA encompasses a wide
spectrum, ranging from the training of tradesman, technicians, to engineers and
scientists. In Pakistan, TEVTA has a three-tier structure i.e. certificate,
diploma and degree.

The certificate level programs trains “Craftsman” who
function as skilled workers in industry.Training is generally of 3 months to 2
years duration after 8 to 10 years of schoolings. Usually vocational education
belongs to this category because it emphasis on practical training instead of
class room study.

The diploma level training is offered in mono/
polytechnic /college of technologies, which is of three years duration after
ten years of schooling, which generates “Middle Level Management” like
supervisors, assistant engineers, etc.

Third level related to degree level, which is four years
duration after 12 years of schooling, and produces engineers who perform
functions as “High Level Management” like planning, production, management,
etc. in SMEs.
You can see that it is therefore the term “TEVTA”
is flexible in its meanings and has a wide range of applications. In general it
refers to education and training programs aimed at developing technical
manpower which includes skilled and semi-skilled workers, supervisory
personnel, technologists, engineers and researcher working in the application of
science and technology.
The quality of TEVTA depends on how effective
the teaching and learning process is carried out in a given institutional
environment. This teaching learning environment depends on several elements of
the system comprising the teacher, the learner, and the curriculum, access to
teaching learning resources, admission standards, examination and result. They
combined form of an “engineering team” (Ali, 1997).
In the National Education policy (1998-2010)
the term technical education and vocational training refers to the post
secondary course of study and practical training and preparation of technician
to work as middle level supervisory staff.
