Introduction

Education is always documented as a principal key to moral, cultural, political and socio-economic growth of any country. Those nations, who took gallant initiatives in this regard have made radical reorganization and achieve marvels.
The human factor gas been measured to be the most vital part of the economic growth. Economic growth makes it possible for a nation to invest more in education, which again contributes toward swift economic enlargement. Therefore education has an effect on economic development. The developing countries like Pakistan, there needs to build-up a sound structure of education specially Technical and Vocational in nature.
The experience of our country in growth of Technical/ Vocational Education and Vocational Training (TEVTA) manpower is imitated through various steps taken establish an infrastructure of technical & vocational education necessary for the needs of rising nation. The importance of HR for achieving TEVTA self-reliance was clearly emphasized by the father of nation, “Quaid-e-Azam”, Muhammad Ali Jinnahin message to the participants of first national Education conference in following stances:
“Education does not merely mean academic education. There is an immediate and urgent need for giving scientific Technical Education & Vocational Training to our people in order to build up our future economic life and to see that our people take to science, commerce, trade, and particularly to well plan industries. We should not forget that we have to compete with the world which is moving very fast in this direction”.
The Quaid’s message is as related today as it was in 1947, as the education policy 1998-2010 emphasizes and comments that:

“Sustained socio-economic development is not possible by mere capital investment unless it is reinforced with proper supply 0f adequately trained scientific and technical manpower. Rapid economic growth demands a mixture of skilled workers, tradesmen, technicians, technologists, engineers and research & development scientists trained in the areas linked with national development requirements and needs of the industry”.
